Project: „Improvement of the systems for navigation and topohydrographic measurements along the Danube River”

Budget: Total project amount: 3 488 507BGN incl.VAT

Funding sources:

EU Financing Cohesion Fund – 2 965 231 BGN (85% of total amount)

National co-financing – 523 276 BGN (15% of total amount)

The project is funded of Priority axis IV- Improvement of the maritime and inland waterway navigation from the Operative Programme on “Transport” 2007-2013.

 

The basic aims of the project:

  • Improving navigation systems, which constitute an important ingredient in ensuring safe navigation on the Danube;
  • Upgrading and updating the monitoring networks and methods for collecting, processing and analyzing data for quantitative and qualitative assessment of the Danube River in accordance with the requirements set by the World Meteorological Organization (WMO), the Convention for the Protection of the Danube River, the Framework water Framework Directive (WFD) and the International Commission for the Protection of the Danube River (ICPDR);
  • Reaching international standards for conducting topographic (geodesic) measurements combined with hydrographic and hydrological activities necessary for the study of changes in inland waterways (the Danube), referred to in art. 70 of the Act on Maritime Spaces, Inland Waterways and Ports of the Republic of Bulgaria.
  • Unify the quality designation of navigation and guides the overall situation in the Bulgarian-Romanian section of the Danube;
  • Reduce the time to provide information to citizens and legal entities (which have activities in the river) as a kind of service to the state of the Danube and the shipping time;
  • Restoration and improvement of the basic infrastructure of support geodetic network along the Danube.

 

 

 

Main project activities:

  • Activity №1 “Establishment of GPS geodetic network along the Bulgarian Danube riverbank and its connection with EUREF”
  • Activity №2 „delivery and installing of automatic hydrometric and meteorological gauges”
  • Activity №3 “Delivery of floating and coastal navigational signs to be used in Danube”
  • Activity №4 „Delivery of a specialized hydrographical surveying vessel” will be completed as Phase №2 in the next programming period and it will be funded by the Operational programme “Transport and Transport Infrastructure” 2014 – 2020

The GPS geodetic network is the base for: surveying of  bank and river bed changes of the Danube River, used during  the updating process of  ENC; during the implementation of engineering interventions  in the river – construction of training walls, bank protection constructions and such for water stream redirection and/or its discharge in order to improve the navigational conditions in the common Bulgarian – Romanian section of the Danube River. 

The distance between two geodetic points are approximately 5 to 8 km and as required geodetic points are situated near the hydrometric stations and hydrometric profiles of EAEMDR for quantitative monitoring

Each geodetic point from the GPS geodetic network is ensure with two landmarks and the point and one of the landmarks is provide with underground centers.

The newly established GPS geodetic network along the Bulgarian Danube riverbank is coordinated in European Terrestrial Reference System 1989 (ETRS89) and it is connected to European Geodetic Reference Systems (EUREF)”.

Implementation of activities: 09.09.2013 – 26.03.2014.

 

Activities:

 Delivery and installing of  9 automatic hydrometric and meteorological gauges.

 Installing of 9 electronic displays in the towns: Novo selo, Vidin, Lom, Oryahovo, Nikopol, Svishtov, Ruse, Tutrakan, Silistra.

Parameters, reported by mobile devices: level of the water surface of the Danube River, temperature of the water, turbidity, temperature and humidity of air, speed and of wind direction, аmount, duration of precipitation, intensity of precipitation, аtmospheric pressure, solar radiation, visibility.


Received database are visualized on the electronic displays.

Under that activity a modernization of the coastal and floating navigational signaling and improvement of the fairway conditions is implemented

  • Design and production of floating navigational signs;
  • Delivery of equipment for solar  lighting and sensors for control of floating and coastal navigational signs along the Bulgarian bank;
  • Positioning of floating and coastal navigational signs according the requirements with the newly established GPS geodetic network.
  • Delivery of 160 floating navigational  signs (buoys);
  • Delivery of 980 coastal navigational signs;
  • Delivery of 20 coastal lighthouses;
  • Implementation of the system for control of  location for floating signs and lighthouses in real time.
